What you're asking for is basically backend transcoding/encoding. That is, there is some back end on the odysee.com website that will take a master video and transcode/encode either on-the-fly or otherwise to make multiple quality versions of that master video available. Odysee has started rolling this feature out, but it is still far from being introduced on most videos I understand.
It does take an extreme amount of processing power to do this as well. Because LBRY is simply a blockchain protocol, you can't build it into the process there, and this processing power has to be done somewhere. I think we will see this as more of a client responsibility in the future. LBRY Inc is demonstrating and testing that out with the new feature I believe.
These sorts of warts are expected from a completely revolutionary decentralized system though. I think the concept behind this is worth us sticking it out for a little while to see things refined.

As per the LBRY publishing guide:
