Manually is worthless.
Physio student here. Ankle fractures can take a long time to heal. It depends on the kind of fracture among other things but normally you can expect to get 80% function back within 6 months. But getting back to nearly full function can take two years. You're probably doing all the right things but it takes a long time to get that cross-sectional area of muscle back to what it was. There are lots of good studies out there that can shed more light on it. Here's one that I found recently that is great.
