The error is in the line
if i == 'a' or 'e' or 'i' or 'o' or 'u':
Here, it first checks if i == 'a'
and the rest of the checks are basically "is this truthy or falsy?"

A simpler way to do what you're trying to do would be:
for i in sentence: if i in 'aeiou': count.append(i)
or
count = len(list(x for x in sentence if x in 'aeiou'))

As far as I know some python modules are just wrappers for some c/c++ libraries. So in order to use those you need to be able to build those programs. The Error Message actually tells you what is going wrong:
error: Microsoft Visual C++ 14.0 is required. Get it with "Microsoft Visual C++ Build Tools": https://visualstudio.microsoft.com/downloads/

Guessing it does not like your versions of msvc ? Which version do you have?
