CD/Optic Drives? They still exist and can connect to any modern PC/laptop.
Look here for a list: https://alternativeto.net/software/quicken/ but I don't think you'll find anything with Quicken's feature set. If you can be clear about your requirements, and those are limited, you will have better luck finding something.
Personally, I don't like the idea of handing my financial transactions over to a cloud service. Will they keep it secure? Will they mine them for ways to advertise to me? will they sell that info to third-party marketers? Even if not, if the company is bought out, will the new owners honor that commitment? No thanks...

I have 8 gigs and my old Dell Vostro Destop takes a little to start Quicken; but it takes a while to start everything. Once it starts, it's pretty good. One Step Update takes a while and the screen flashes black for a moment. I think a graphics card (I am looking at this one) or memory (I can go to 16 gig) would fix that, but I usually hit the update and leave the room for a snack or something and come back later.
I think the only Quicken book out there now is the Quicken Official Guide. Its about $25 but it is pretty good for a beginner to Quicken.
