The documents can use some work, yes. My understanding is that they are being worked on. It's not immediately obvious, but Raptoreum is a fork of Dash. The same mechanisms designed and written about in this article on Dash's blog is relevant.
It just optimises how memory is used for an improved hashrate - I think it may be automitically enabled if you Run as Administrator but don't quote me on that - its been a while!

Unless the chip model has a "G" on the end, you will need some sort of graphics card as otherwise it does not support integrated graphics output. A gt 720 runs around $50USD, otherwise use higher end cards to simultaneously mine gpu PoW coins such as RVN, FLUX, etc.
I do recommend undervolting the cpu in the bios to around 1.1-1.2V, this will drop the wattage about 80% and barely, if at all, affect your hashrate.
