Do whatever you have to do to avoid debt. Period. I can't stress this enough. This is shit they won't teach you but it is going to catch up to you at some point. Apply for scholarships, get an easy on campus job where you can study when nothing is going on, download ebooks for free or buy international editions of books, etc.

I don't think you'd necessarily get in trouble, the worst that will happen is an adviser will see it and not let you take the class. I had to test to get into Pre-Calc myself because I had been out of school for so long.
Also, I think OU uses College Algebra and Pre-Calc interchangeably. My schedule said College Algebra but it was definitely a calc-oriented class, so you might want to check out the course description to make sure.
In case you need to test again or just want a head start, I would definitely recommend Khan Academy for getting (back) up to speed. I literally went from zero math since 1997 with the highest being College Algebra to scoring two points below Calc I placement in just a month.
If you're not a nerd, CSS just means it's not a picture, and you can embed it in an HTML page. It resizes to fit the browser window, and I added some JavaScript to make it change colors when you click on it.
Try learning with Duolingo to see how you like learning without being immersed in a traditional classroom. If you can learn with that, online foreign language shouldn't be all that bad for you. I can guarantee that it will have a ton of busywork though.
