If you're willing to keep the website page builder branding on the site (e.g., "Made in Webflow") rather than a custom domain/logos/favicons, then you can use most website page builders for free—WordPress, Wix, Webflow, Carrd, etc.
<$100 - If you need a custom domain (check godaddy for cheap domain names), custom branding, etc. You can still create a basic website on the cheap if you invest some time in building it yourself (1-3 hours) with one of the many no-code website page builders.

I recommend the middle option. Pick a Website Page Builder you like, use the free templates/guides to build out the website content yourself. If you build it yourself, you can control the cost & ensure the final product is easy for you to manage.
Is your preference to write custom code? If not, there is now a good collection of memberships/payments tools that will let you get a membership site up and running faster. Most will also allow you to add your own customize code on top o the initial implementation.
There are tooooons of options. I highly recommend EdX.orgedx it is actually an amazing online education website and is 100% legit but they have so many classes and some are video intensive.
