Strong Towns: A Bottom-Up Revolution to Rebuild American Prosperity. You only have control of what's in front of you the bigger the institution the less control you have, unless each level is comprised of a house made up of locals from each county or something.
I'm referring to a system similar to the Deutscher Bundesrat.
