If he doesn't have phpmyadmin access, he can use the upload manager, or the theme editor to add adminer to his site to access the database to make his own user an admin, or to reset the admin password. He could also use any number of back up plugins to completely pull down a full copy of the site that he could launch elsewhere.
Adminer better than phpMyAdmin and could still benefit from some improvements, its all in a single file but very useful and easy to install anywhere you can at least upload files.
You can connect to local or remote databases and there's a selection of different database drivers available.
Honestly, I wouldn't use either. I would highly recommend Scotchbox (or any box setup that mirrors your planed server) and use either adminer (for local dev only) or one of the suggested database clients.
The problem with local setups like xampp & wamp is that your stack environment will be totally different than a server which can cause your application to break when you move it to a server or even another stack.

Personally, I would use Sinatra (a Ruby based micro-framework).
If Ruby is unavailable, I would use a PHP micro-framework. I know of Slim, but I don't know if it is a good choice.
Because of how simple this sounds, a pure PHP solution without the use of any frameworks might not be too tough.

If you do end up wanting something like PHPMyAdmin then instead try this... http://www.adminer.org/ ...it's a single file and it does most of it. You can script it to do database creation/init/backup/etc quite easily.
Adminer is a web based interface (PHP) for accessing a variety of databases using a (supposedly) agnostic interface, which claims MS SQL support. Is this what you meant by IDE?
That's phpmyadmin. Yes it is free and comes with most prepackaged servers (WAMP,etc) or with CPanel hosts. You can install it yourself too.

A single file application of the same type is called adminer and is much easier to install.
I know it's not desktop as asked, but I find Adminer the easiest to install and use for MySQL, SQlite and PostgreSQL. It's a single-file PHP script that improves on phpMyAdmin and handles a number of different databases.
I would say coding a simple interface would be the best approach however, if you didn't want to do that then my suggestions would be:
It depends. If I were you I might make a tab separated file and write a small PHP script that does INSERT queries.
Making the tab separated file is easy: just copy the cells in Excel and then paste in Sublime Text, and Bob's your uncle. I'm sure other editors do it just as well.
My preferred solution would be to use this tab separated data you now have, and just turn it into a big fat INSERT query. If you know your way around a good editor like Sublime Text, Vim or PHPStorm you should be able to do this with ease. Then I just paste the whole thing into phpMyAdmin (or my personal favorite, Adminer). Or if that doesn't work, save it as "something.sql" and import your SQL file.
