Regarding the Object Packs: It is intended that you shouldn't name them bit instead use the Tagging feature (hence all-tags)

The export folder only uses space as you open files. When you close a file, the space is freed up again.
allTags Server allows a group of people to share files (including versioning, permission management, etc.). But it does require a proper Server (Windows or Linux) - running it on a personal computer is not recommended.
Please have a look at the server documentation before you attempt to set something up.
I can confirm that. The portable version can be found under "All releases". Latest release in 64 bit:

You can always add/remove objects from packs. To add to a pack, select the objects to be added and the object pack at the same time (via bulk select or one by one) and then select 'pack' in the actions menu. Its usually easiest to 'pin' the pack object first (so that it sticks to the page).
To remove objects, just open the pack, and click on 'unpack' on the individual object or in the bulk action menu.

You can easily change folder paths, either by changing the configuration file or by using the portable version.
There usually no reason for it, since its a temporary folder. There are more details in the docs.
allTags is more focused on file management in general, but does have views for working with images. You can run it on your own PC and it´s free. I use it for dealing with multiple thousand images.
