Best way? It is integrated as it is installed by user himself.
I would expect such an "information" at the chrome web store showing a "Rate it" button and it is listed in the Extensions Settings as already installed just like it was installed by user himself.
If it's preinstalled I would assume that updating such a pre-built/pre-integrated extension is not possible, cause it's "hard" coded? So user presumably has to wait for the next release of Brave to get updated extensions. Not the way I would like to see how to handle possible/theoretical security issues of an extension.
In my eyes a complete open integration, i.e. user can even uninstall pre-integrated extensions, would be the best way in terms of transparency and security.
And if I see extensions at Chrome Web Store that have 20 megabytes or more, what is a clear signal to me not to install such an extension - "What is dev hiding in that amount of code", e.g. see Aurora: New Tab & Bookmark Manager - the user must have the possibility to uninstall EVERY extension.
