The Windows volume panel is surprisingly good. Right-click on the speaker > Volume mixer. Lets you control the volume on a per-program basis.
If you want a little bit more control, EarTrumpet is a nifty little project. I'm a bit peeved there's no standalone installer for it, though.
About the audio, In Windows 10 I use this app called Ear Trumpet that is really nice for multiple audio devices. Just right click it, select, done. I use it all the time to switch and have more control and the interface blends perfectly with windows.
I just installed it with Microsoft store (Don't need an account) and hide the original icon. This app is a must for me now on every machine I use.

but you can use Volume^(2) as a different popup, move it and make it disappear much quicker.
I also suggest EarTrumpet which makes the volume mixer look and work better
UPDATE: I cannot believe that (a) I figured out what was the problem and (b) how stupid it was. I have been using this app Ear Trumpet for better audio management while I work. This app seems to be what was causing Deathloop to not get past loading. I've reset the computer three times now with Ear Trumpet no longer starting at launch. Tried it starting at launch, then closing it out. So long as this app is not running, I can play Deathloop.
How utterly irritating...but at least I have the solution. Thanks for help folks!

In addition to mirroring the audio, on Windows, we can recommend EarTrumpet to control which programs go through to which audio device - a functionality that is available on Windows but is not easily controllable.
I don't know if you can change anything in the default sound viewer, but maybe if you use something like EarTrumpet to replace default sound icon in the system tray, it might give you the flexibility you need to make the changes you need.
The primary benefit of EarTrumpet is more for controlling individual application sound, but it might still be useful.

Each playback device is essentially each channel on the GoXLR. If you want an app to go to the "chat" channel, you would set it's playback device to be "chat". To set an apps playback device, you can either do it some apps, such as discord and certain games or manually do it windows. Page 19 of that manual explains that. Or you could use a 3rd party windows app called ear trumpet that makes it super easy to change an apps playback device on the fly. Also lets you set the volume of individuals apps like you could back in Win, it is great.
For the recording devices, its seems that Broadcast Stream Mix, is for what ever is going to the device, beside the chat mic, such as audio from a game console, or if you have something like a ipod playing sound. The chat device is for your headset or XLR mic, and sample I belive is for any interal sound effects on the GoXLR - not 100% on that one.

I think there is a version of EarTrumpet that does not require you to download it through the Microsoft Store. Although you should know that you don't require a Microsoft account to download it through the Store, just click on Install and if it asks to sign-in just dismiss the prompt and the download should start anyways.
You need a virtual audio cable, then windows 10 out of the box is able to switch audio devices for the apps, but EarTrumpet app (https://eartrumpet.app/) makes it easier since you can just right click on the app and then switch it there as well.

That's the easiest way to do it, then plug the audio cable as microphone or exterior audio device or whatever is done in OBS and done.
