I have a free account with them and I get a sale price of only $47. I've bought Death Standing PC at launch for $47 as well and I had no problems.
UPDATE: I cannot believe that (a) I figured out what was the problem and (b) how stupid it was. I have been using this app Ear Trumpet for better audio management while I work. This app seems to be what was causing Deathloop to not get past loading. I've reset the computer three times now with Ear Trumpet no longer starting at launch. Tried it starting at launch, then closing it out. So long as this app is not running, I can play Deathloop.
How utterly irritating...but at least I have the solution. Thanks for help folks!

This is so strange. I've done this a billion times before and never had an issue. I just totally restarted my PC, tried both PIA and CyberGhost, and it's still happening. I might re-install my preload and try again.
Can confirm this works. Just fired up ProtonVPN to Australia (I pay for Proton), opened Steam and its unpacking my game. As OP edited above... definitely download it like you normally would, fully close Steam, start VPN, open Steam. Game should automatically start unpacking.
I didn't have to change any settings either on Steam or my PC. Not even the time zone.
This isn't working for me. Allowed me to unpack but after hitting launch it just closes the game after 10 seconds of trying to open it.. Tried NordVPN & TunnelBear, also restarted PC, reinstalled using the VPN to no avail. :(
I've only used Private Internet Access. Doesn't really matter what you use if you have pre-loaded since you are just unlocking the game and downloading maybe a few megabytes, if that. So speed won't be a problem.
Keep in kind that most if not all free VPN's sell your data.
