No if they are from Microsoft, they install without a hitch. It's something else. I'd scan your computer with an antivirus. I would recommend Eset Online Scanner.

Hello. Did you backup executable files as well? Do an antivirus scan on the external drive before browsing it or opening any files on it.
I recommend using ESET Online Scanner for that. Do a custom scan, and choose your USB connected drives for the scan.

This can be caused by malware or PUP (potentially unwanted programs) or it could be an entirely different issue. It is worth a try to scan your system for malware, e.g., using the free online scanner by ESET.

Try with ESET Nod32 and then later Malwarebytes. Get trial version, and see if one of them can remove it, also try to remove it in pc safe mode if it doesn't remove it in normal.
There is also ESET online scanner https://www.eset.com/int/home/online-scanner/ , you could try that too, not sure how it works as I never used that one.
Also check top pinned post on techsupport subreddit and post there for help too.

People should use caution and keep an eye out for these bad wallpapers and report the creator to valve for them to deal with. Please keep in mind that some perfectly legitimate wallpapers do use more resources to run, so if you suspect you have a wallpaper that has been tampered with first run a malware scan before reporting it. If you don't have a malware scanner installed there are free online scanners that run from your web browser.
I have used ESET's online scanner for years. It does install on your system, but only runs/updates when you launch it. It doesn't install any services or anything.

What version of windows are you using? If you are using win 10 with OEI, then maybe you have exceeded the tolerance for new equipment installation. I would think MS would send you an error message if this was the case, so it is very unlikely. I haven't heard of any one being restricted for exceeding the 4 point tolerance either.
Can you access the control panel to check your disk management. Check to see if the drives are healthy and active.
