If you want to remove the mouse wheel, you should edit that .json file (which is a JavaScript based format btw, not Java - big difference) like so:

I haven't tested this myself - I'm on the switch version - but I did think that what that guy posted wasn't very clear. If you want to rebind it to a different keyboard key just change that 86 to the key code of whatever key you want to change it to.
