Because it just got released yesterday :) For many of us, Play Store does not exist or only exists in as much as we need a select handful of proprietary apps.
Also, the original version of Geometric Weather contained proprietary blobs and was not suitable for inclusion in F-Droid. This one is a very recent fork with those blobs removed.
I use "Your local weather" but it's always good to see more free options!
I'm not familiar enough with the code to give a definitive answer, but if it works without storage, go for it!
If you run into problems, you should open an issue upstream.
Another noteworthy thing regarding Geometric Weather is that it contains proprietary libraries to interface with China-only location services:

That still leaves you with Accuweather though. If OpenWeatherMap is any better you could try to implement your own weather provider, Geometric Weather supports multiple weather backends by default (it's really quite a nifty app).
With all of that said, Geometric Weather looks absolutely stunning, has nice widgets available and is surely worth a look!
It's also an open-source app but has non-free dependencies so it can't be on the main f-droid repo. Luckily, it's still available through f-droid client if you add the izzyondroid repo (which scans apps for virus & malware)
