In Android TV it's the main app now, that's why people refer to it as the new UI of Android TV. However, the same service is available for phones too.
Accurate recommendations via the content-centric home screen is the core sales pitch for the new Google TV. The very first feature on the Google TV home page is "Browse content from across your apps, intelligently organized just for you."
Organized for who? Google TV has no idea because it doesn't support users. It's a big deal that the headline feature of the OS doesn't work for most households.
So GoogleTV is essentially the rebranding of the AndroidTV interface to make it better integrated with other google products and branding. https://tv.google/
This interface/OS can reside on multiple devices like TV's, media streamers, etc. In this specific case it's the front end to the new Chromecast with remote that Google has introduced to replace the "headless" Chromecast Ultra. So now instead of just casting to the device, you have a full UI to navigate with.

My GoogleTV has a massive strip like this one : https://i.imgur.com/UKGKA5b.png that insists on showing me Simu Liu's picks which I couldn't care less about while all my apps except a few are buried under multiple layers of menus.
Its infuriating that after paying 3k for a TV most of what I see is ads and there's no way to change the default launcher without rooting.

I really like the Google TV UI and glad to see it will spread across all Android TV. Where I really want it is on my Shield. We also the Google TV Chromecast and prefer the UI.

I personally love the Google TV software. Have it on my CCGTV. Like to get it on my Shield.
It automates a bunch of things I use to do manually using Google search and a Google Sheet to keep track of what watched, want to watch, etc.

Not sure, I’m an Apple TV guy. Quickly looked on the google tv website and it seems like the answers to your question is no, but you can double check. However you might be able to download each individual channel’s app and “login with your tv provider.”
Unfortunately, this seems to work for Android TV, but not for the new Google TV. I was able to sideload (I use my own method with the Downloader app) the latest version that's on that link (3.0.2402, released on 10/7) and at the end, I choose to open and I am able to log in. So far so good. Now, the app looks like one of the older versions, back when it was called AT&T TV Now or even DirecTV Now. And what's worse... the app doesn't show up in my app selection, meaning once I hit Home, I can't open it again. :(
