If you have a color or two determined, a tool like this is very helpful. I would suggest taking your main color/colors and building your background colors and text colors around it by looking for different tints and shades.
While they always say never use pure black for text, that doesn’t mean you are limited to shades of gray based on #000000. If you’re working with a bright blue you can find a deep shade of that blue and desaturate it so it’s a deep bluish gray. From there you can build a grayscale palette and your body text that is gray is related to your original color.
The same concept applies for a light background color, just in the opposite direction. A light version of the blue would be too much for background on its own so desaturate it to an extremely subtle, light gray. Since you’re starting with the same blue for dark and light grays, using the dark gray text on the light gray background will work very well.

I agree with you that lighter socks can tend to do that. Some along the lines of this color might go better with that pocket square. But dont overthink it the fit is great as is.

In terms of one that helps you with painting, it seems feasible to write a version of this that would then point to the colors where they are most dominant in the image.
Shadows gets a bit trickier - there are definitely algorithms that enhance or change shadows (Adobe Lightroom for example) so the software is out there. Seems like you would be needing to combine all of these features into one single purpose.
Color correction is used in the editing of pretty much anything recorded. A good way to gauge who’s doing what, however, is by having a point of reference in the frame - like what an editor goes off of. Sometimes, this reference point is done with a color calibration spectrum in the picture, for example a clapper with a palette printed on it.
In this case, we don’t have much to go off of with Bernie. With Trump, on the other hand, we do have something fairly easy to reference, and that’s the American flag. While we don’t know the lighting on the podium riser, we do have a pretty good idea of the blue color of a US flag. In CNN’s frame, it’s quite a bit brighter than in NBC’s frame.

Just doing a quick comparison, it looks like NBC’s is pretty true to color, and CNN has dramatically over-saturated their shots. I’m going to assume the same is true in Bernie’s case, although I don’t notice a good color reference to calibrate against in that shot. Considering someone that flaming pink color would probably have everyone around them thinking there’s a medical emergency going on, and considering the woman behind him shares the same alarming coloration, I feel pretty confident CNN’s is less true to reality than NBC’s again in Bernie’s case as well.
Edit: When looking at the American flag, keep in mind that the blue I linked to is what the flag would look like in full-spectrum, optimized lighting. At an angle without direct lighting, we should expect it to look a little darker on screen. It should exactly match if you, say for example, laid the flag on a table in direct sunlight.
