Firefox has far less extension limitations, so if you want your extension to be powerful, develop for Firefox.
Chrome extensions are greatly limited. First, they have to be hosted in the official Chrome Store only. Second, they must serve only one purpose (you can't make an extension that checks your email AND your RSS feeds). Furthermore, they cannot change Chrome's interface in any way except for adding a toolbar button or a context menu item.
Firefox extensions can do literally anything. They can completely change Firefox's look, feel, and behavior. They can even run executables on your system.
However, Chrome has larger user base.
TL;DR if you want more freedom in developing, go for Firefox add-ons. If you want to reach more people, go for Chrome. Ideally, create multiple versions of your extension for each browser - it's possible (Imagus is available for Firefox, Opera, Safari, Chrome, and even Maxthon).

you probably need to be logged in to your gmail account I think and use chrome/chromium
But if you dont know the basics about the browser extensions, that they are just javascript+HTML+CSS that is freely available for you to have a look at and edit as you please... well not sure what you can offer. Maybe some good regex knowledge might be helpful for increasing the hosting site pool.
I had a look at opera 12.16 version just now (download oex, rename to zip, extract)
The code has whitespaces removed, but its nothing that beautifier wont fix, and its not minified. So should be relatively easy to get in to I guess.

I'm on the stable branch and cookies are deleted after I close the browser.
BUT:
Extensions are setting cookies. I have to check which extension it does, but I have 3 or 4 cookies after a restart and clearing the history.
edit: It's the Imagus extensions which checks for updates at: http://tiny.cc/Imagus and that URL sets cookies for tiny.cc and while the link goes to a Google drive folder, I also get a Google.com cookie.
There are direct links to extension files at every release (you need the crx one for Chrome, also I guess that you have to use beta or dev version to be able to install them from outside of the Chrome Store).

It seems Deathamns has edited the Viewhance page to add a FAQ, which includes the following:

In addition to RES, if you want to make your PC reddit experience even better, I recommend the following addons for Firefox:
Imagus - instantly view images by hovering over links. Similar to Hoverzoom but without the malware. Also available for Chrome and Opera.
FireGestures - navigate and use use your browser using mouse gestures. Great for multi-tab browsing.
Of course, both of the above addons are fantastic for websites other than reddit, but browsing reddit with RES, Imagus and FireGestures is an awesome experience.

Ok I swear using the Imagus extension it loops right when Markov is about to make his pass for the assist.
Which is quite worrying when I think about it because quite a few people use these image hover extensions and maybe they all have some kind of time limit for gifs or something?
I agree with this in principle (I don't use RES' expandos because I have another extension that works anywhere on the web as well), but no one should be using Hoverzoom. Use Imagus instead.
