If you are looking for a small-sized download, you can try Jarte. It's a simple word processor that is missing some features in the free version, but it's worth a try if you want to keep your files private.

Back when I still messed with Windows, I wrote drafts of college essays with a rich-text editor called Jarte. If you've worked with Wordpad before, it provides similar functionality.
If all you're looking for is a text editor that allows formatting text, you probably can't go leaner than that. The next closest is probably Abiword, but the Windows version hasn't been updated in ages (because most of their contributors work in non-Windows environments).
Jarte; it's not the most advanced, but it's good enough for my purposes and better than the standard notepad.
To get rid of the sidebar/header bar thingys, just use View>Minimal layout.

Oh, and in case you don't mean blank; as for the background color, that's based off your windows settings for text boxes, in Display settings, not adjustable in jarte as far as I know but I've never had to/wanted to try to change em.
