Highly recommend LiquidText. Its basically a pdf reader/annotater with some awesome added functionalities. I actually prefer it to reading on paper because its so much easier to compare different parts of the text and keep important information readily accessible. The core features are available free on the basic app with a paid option for multi-document support.
I use liquidtext on my ipad mini. Its free, and really great for reading and annotating in my experience. It has some novel navigation features that make it pretty easy to look at other parts of the document while you're reading a page. I don't think you can open a blank paper, but you do have a whole scratch area where you can pull out quotes from the pdf and write yourself notes so this might work for you. Good luck.
