Wow $30... I like the concept but that is a bit rich for my blood.. any alternatives?

Alfred - KRunner or Rofi - Have used krunner in the past, currently use gnome-do but it is less powerful than what you want. Check out Rofi it seems to be krunner on steroids. Remember: you can always create scripts you can run via one of these!
Hazel - Maid which is harder to configure but infinitely powerful! Ruby syntax is much easier than bash+cron.
Better Touch Tool - I don't use a trackpad so I have no idea.
Better Snap Tool - These types of things depend on the window manager you use. Check out tiling window managers like i3, awesome, or xmonad (listed from most to least accessible) and you'll be hooked.
Window Focus - Depending on the window manager and desktop environment you use this will be configured differently. I prefer focus on mouse too.
I need to play around with it more, I ran Hazel when I was on a Mac and really enjoyed it I should even still have a license, but when I switched to back to a pc I was left with a longing. I need to mess with it more: https://github.com/benjaminoakes/maid
Also funny that a windows equivalent is called Alfred, considering the Mac app by the same name is an accelerator like Quicksilver or Gnome-Do.
I'd say look into Hazel
It'll let you do exactly what you want. It's not free, but if you plan on automating a lot of folder actions, and you don't want to have to trigger cron jobs or using git, it's probably the easiest and most user-friendly solution to your problem.
EDIT: Maid is also a very good option. You'll have to write your own rules however !

And as far as I know there is no graphical user interface.
On Mac there is (was?) Hazel, the closest thing on Linux is tfeldmann/organize: The file management automation tool., it uses Python. An alternative would be benjaminoakes/maid: Be lazy. Let Maid clean up after you, based on rules you define. Think of it as "Hazel for hackers"., but it uses Ruby, which I don't know.
Neither have a GUI, but should be able to do what you need.
I use this, it's the closest equivalent to Hazel for Linux I've come across. It doesn't have a GUI unfortunately, but it has extensive documentation and you sound like you can handle it.

Well, depending on your programming skill you could check out maid. It basically does the same thing as hazel but very customizable. For example, let's say you download some music. You could write a maid script that recognizes there are .mp3 larger than 30 seconds and move the directly to a given location. Very awesome software that I personally use on the daily.
