Were using mavenlink. There UI is really intuitive and wont eat a bunch of time learning how to use it. It would cover everything you are looking for but im not sure about the viewing licence. I think it would be worth your time to check it out. The time tracking feature is extremely useful and help to keep vips off your back by showing them where your time has actually been allocated.
