I think this one will be perfect - free, easy to use, record directly to mp3, easy editing without quality loss - and portable, no install needed.

Unfortunately I don't have any solutions for automating this, but for anybody who decides to cut ads manually I would recommend using a tool called mp3DirectCut. It cuts the mp3 without re-encoding it as Audacity or ffmpeg would.

for mp3 and mp4 (aac) you could call mp3directcut (no re-encode) via foo_run, for other formats audacity .
You would still have to trim and save the samples manually.

Edit how? if you just want to do some cutting, splitting or fades use mp3directcut, it allows you to edit without decoding and re-encoding the files which results in more quality loss.

mp3DirectCut (https://mpesch3.de/) can join MP3 files. Other methods that were mentioned (Audacity, Reaper ...) will reencode the files - you'll loose audio quality. If you wan't to use a generic DAW without loosing quality, you'll have to export in a lossless format.
Record from which source? Using this simple program it's possible to record directly to mp3 and edit files without re-compression.

What exactly do you need? Convert FLAC to MP3, change bitrate, normalize?
Few programs for conversion, mp3 edits, mp3 tag editor, each support batch operations.
