There's apps like Navmii which don't need any data while you're out, which might work ok, again depending on where you are in the world. Always worth having a look at before spending big cash on GPS if you're strapped for cash.

Navmii (formerly NavFree) for IOS/Android
The maps are not as rich as Google, but they are DOWNLOADABLE (entire states for the US, entire countries elsewhere)
And yes, waypoints are supported. IIRC, the free version isn't crippled. $2.50 for the paid version removed ads.
