Have you heard of interplanetary filesystem IPFS? It already works. Http://neocities.org use it (it's not on a blockchain, but it's a some kind of distributed p2p filesystem).
For experiments in music streaming using blockchain and more (cooperative platform) definitely check out http://resonate.is
I would use http://neocities.org/ instead of web.com but it's my opinion.
As for your app, don't be scared. My first application was an empty "hello world" that I put on the Play Store with a description and some screenshots. I also added updates and even had up to 50 installs for this empty application. I was exctatic.
For anyone else reading this and thinking "I want a free static site, I don't need 100 000 requests and this sounds interesting", keep in mind that hosting any files is also part of the $5 plan. Including HTML and CSS files.
You can make a worker output HTML to the browser by wrapping it in a script, but hosted CSS is out the window on the free plan. Neocities is the service that you're looking for.
another option would be neocities.org. I'm not sure of their reliability, but I host a small static site for internal use at work and have had no complaints. They have new plans system, so it's free for 50mb hosting and $5 for 5gb and custom domains. Before they had the plan system, I got my custom domain setup for free by emailing them. Might still be able to do that.
