Well... for such a basic need... indeed KDEnlive was/is overkill, so certainly it can be ( much ) simpler . This basic functionality feels more like the kind of plug-in you add to GIMP ( G'Mic for example is much more complex )... and now i think about it... maybe i didn't check if such a thing already exists.
Anyways, think i've found what i was looking for: PhotoFilmStrip .
Hard to make it even more simple. Now i need to check if the subtitle field actually shows on the slideshow.

Essentially does what 4K Slideshow do... but looks like you can add text ( need to check if it actually shows on the slideshow ) and even make simple rectangular selections and apply basic b&w / sepia tones. Looks like this could be it.

You might like PhotoFilmStrip which you can learn more about here - http://www.photofilmstrip.org/1-1-Home.html It's already in the default repos so if you want it just.... sudo apt-get install photofilmstrip I use it often for making photo slideshows and uploading them to Youtube.
