If you're willing to spend the $10, PkgBackup does this and more wonderfully - just make sure to set it to backup to a cloud service of your choice instead of your phone itself, and make sure it doesn't reinstall tweaks that aren't compatible with iOS 8 yet when you restore the backup later.

PkgBackup $10 is a well known backup tool for Cydia tweaks/apps. I believe it has been updated to support iOS7/64bit.
OpenBackup is a FREE alternative, though this one I believe has not been updated to support iOS7/64bit yet. You can track the tweak by opening it in Cydia then tapping "Change Package Settings" and toggling "Show All Changes"
Edit: according to the list on the sidebar, PkgBackup supports iOS7 but 64bit is "Untested" though I'm not sure when this list was updated last

Before you restore to 8.3 you could save all your Cydia packages with PkgBackup. Would save some trouble getting things back when the 8.3 jailbreak finally comes.

Ah. Thanks!! PKGBackup is a $10 cydia app that backs up all your packages, sources, and more, and uploads it to a hosting website such as dropbox. It is really handy and you could just click a button to get all your things back. There's a ton of stuff you could configure.
