Download the free version of RogueKiller
Try running antivirus. [Rkill] https://www.bleepingcomputer.com/download/rkill/
RKill is a program that was developed at BleepingComputer.com that attempts to terminate known malware processes so that your normal security software can then run and clean your computer of infections. When RKill runs it will kill malware processes and then removes incorrect executable associations and fixes policies that stop us from using certain tools. When finished it will display a log file that shows the processes that were terminated while the program was running.
Then run rougekiller
Lastly get the free trial for Malwarebytes and run it.
IF this doesn't solve your problem, its a good start. It will rule out malware. Its possible that this is what the program is.
Then run malwarebytes

Sounds a lot like rootkit behavior, you may have one or more infected install files that brought the problem back after the reset.
To eliminate that possibility: Reset, download Malwarebytes and RogueKiller (do not install from previously downloaded files as they might be infected), run Malwarebytes with Scan for rootkits and Scan archives options checked, then Roguekiller with Kernel driver and MaIPE module activated.

It's just one of the programs I use on top of Avira and Anti-Malwarebytes to scan for different types of objects. Please bear in mind though, Roguekiller may find something in your registry (like it did in my case) if there's an infection, so make sure you know what the file is and what it does before deleting it. Otherwise, you can cause permanent damage to your computer.
I'm not trying to scare you or anything here, just telling you to be careful since everybody's PC is different so it may have latched onto a different registry key for you (something you can't delete) or an entirely different file, so there's really no 'one size fits all' solution when it comes to cleaning. Regardless, I hope the damage is minimal though and you can clean it properly. Make sure to run another scan after you finish cleaning it though, just to be sure it doesn't pick up anything again.

this worked a charm for doing a really deep scan and it found things malwarebytes completely ignored.
