I'm liking Smartsheets right now. I've been demoing, and will likely purchase a subscription with the new year.
It hits all the points you mentioned, though I am fairly unfamiliar with the Resource Management component, as it is not needed for me.

I've tested out asana[1] and Trello[2] at work, and they're both pretty good. Asana is more lists and task stuff, Trello is boards and cards to manage a project. I found asana more helpful for assigning tasks, making lists... I have less experience with Trello, but could be useful for projects.
I just started a trial of smartsheet[3], and really like what it offers (about a week in). It's kind of like a super-powered Excel - if you like spreadsheets, you'll like this. You can also send updates, have discussions per row of a sheet, attach files to sheets (per row as well), and create reports from rows across all of your sheets.
Edit - you can make the spreadsheets look however you want, and it's Web-based.
We've actually been loving SmartSheet.
SmartSheet doesn't have the bells and whistles an Asana has, more along the lines of a Trello in terms of simplicity. We're spreadsheet guys, and this offers us a way to project manage out of those, but with easier short cuts and efficiency tools.
It's doable, but as /u/INTroJected mentions this is probably a job for MS Project. Excel just doesn't handle Gantt very well (probably why there is a whole other tool to manage that sort of data!). You could even use "milestones" to overlay on the tasks to convey a "callout".
With that said, here is a stab I took at recreating your requirements in excel. I did not use your data as it unfortunately was unworkable. You need to use the Date/Time format to even try to make this work.

Hmm...A quick Google search for "Gantt Chart Template Word" brought up these instructions with simple templates for Word
There were also some detailed instructions here and here for doing it in Excel.
Maybe one of those will point in the right direction?
