To me it seems like you have only a few days to get it done, so I would highly recommend wordpress.
Wordpress is easy to get up and running + there are thousands of themes to choose from. Designing and building a frontend takes a long time. And there are millions of plugins for everything. Check out https://themeforest.com for wordpress themes if your interrested.
Yeah, Wordpress has many features you wouldn't be using, but it's super easy to learn and update by anyone.
Another option would be to use reactjs with wordpress (WP REST API), but I think your time will run out very fast.
Have you been working with Javascript/React before?
How about starting an IT company mainly focusing on website development, deploying and social media content management. As you have experiences in advertising you can focus on that part (like finding potential customers) and for the technical side, you can hire freelancers (project basis to do all the coding-related work). You don't have to build the website from scratch, you can use sites like ThemeForest & codecanyon ( Do more research you can find more sites like this). You can find all kinds of websites there, buy the websites, give them to a freelancer and tell them to set it up according to client requirements.
Your only investment is in marketing and finding clients.
For finding freelancers you can use sites like freelancers, Upwork, fiver and so on.
When I first reached out to someone to offer my skills in building their website I had never built a website for anyone before.
I had some html/css just like you. So, I’d say you’re in a great place!
My suggestion would be to build it in pure html and css. You’ll learn more from doing that than anything else.
A good second option would be WordPress. I’d find a good theme on https://themeforest.com and learn to customize it.

Don't underestimate your existing skillset's ability to earn a living. Plenty of people / companies building templates/themes using only html and css and sell them on sites like themeforest and creativemarket.

7-8 figure sounds like an awesome deal for a website in Nepal. Can I please ask what kind of website you are selling? Currently I'm trying to sell themes on themeforest.com. I want to export software products developed in Nepal, what are some other sectors I can get involved in?
