Going out on a limb here: I presume that you are talking about a college/university degree and that you live in the US, UK, NZ or another English speaking country.
Probably the cheapest (for someone from the US) degree would be from University Of The People, but you are limited to business administration and computer science.
Another option would be Open University - somewhat more expensive, but a whole course will still cost less than a semester at an American college.
You could also look at universities in Canada, South Africa or India

Tuition free college They have fees for testing which can be waived in some instances, but where else can you get a bachelors or associates degree for virtually no cost.

There are probably other Universities way better the Uni of People, but even then, you can do a lot if you're dedicated and willing to work on personal projects and that are really flashy or whatever you can come up with.

University of the People is the first tuition free university in the US. You can get a Computer Science degree and a couple others. Pretty sure you can get an MBA as well. You just have to pay testing fees and fill out an application but i am pretty sure other than that it is free.
The University of the People is a fully online university with a BS in CS degree available. They now accept transfer credits. The university is tuition free - you pay $100 per course taken, so your degree would cost about $2000 USD total.

Anyway, don't have a direct answer to your question. Just wanted to add that perhaps you could look at the US-based University of the People's Computer Science degree since that's the country you're aiming to go to?
Obviously, fully research their type of accreditation before deciding if it's for you.

It seems like you are bored of doing the same thing over and over again, in that case you can move to Cyber Security. Get your certs: 1. Security+ & Network+ 2. CEH 3. CISA or CISSP. Once, you are in this field for a while, you will be realizing that it needs some software, so you work your old software engineering experience into that & you become the new king of cyber security (KCS ;). watch Mr. Robot show you will know what Cyber Security is all about. It is a very exciting feild.

If all fails then you are left with some MBA & business experience which will help you land a good/better job.
A possible solution might be free online universities. A degree in this specific one however means nothing because tests are taken online from what I understand. I think it would be great to have free online lectures, and just pay to get course evaluation in a testing center. Sort of like AP testing but with a lot more courses.
I also forgot the mention that you have the https://www.freecodecamp.com/ which seems really good. Beware though that the camp only gives you skills to do a specific-ish type of job and that I would recommend you to learn about broader CS theory once you are settled in your web dev career. It is not comparable to a CS degree, but can help you get a foot in the door, and you will probably get quite a good salary.

You also have http://www.uopeople.edu/ which can help you earn a CS degree online, and it is a non-profit. I saw a TED talk about it a while ago and it is associated with big names such as Microsoft, Berkeley, etc.
I also has a friend who has done a 1 year master conversion to CS from a prestigious University in the UK. So those courses also exist.
I dunno about the whole country, but check if your local library has Overdrive ebook lending. Auckland library has it and it's great, if they don't have the book they even get in most of the requests too.
Take some free online university courses. ie. AcademicEarth, EdX, UoPeople
People will be impressed when you get out of hospital and you're smart as fuck.
The best option I've seen is University of the People. It is tuition-free and all online. You do have to pay an application fee ($50) and a exam proctor fee per exam taken at the time of the exam ($100 per). This will run you about $1000 a year. And they offer scholarships to people who can't afford that!
They saw that problem and tried to fix it.
I just applied to U of the People. The only costs are $100 for each final exam, because they are proctored by for-profit companies. I can't speak to the quality of the education, but at least I can get my bachelor's without going into debt. (They only do bachelors in CIS and BA right now). They were just accredited in April, IIRC. I know it's not the same as a normal university, but in my experience online classes can be as good as, or better than normal ones. We'll see soon.
