Funny enough, this interface (Yudu) is a service that they're paying for to provide this whole "Web 2.0" style interface for the magazine. Their actual website is pretty standard.
I guess they just upload the PDF of their magazine to Yudu, and then it gets turned into this bloated, slow, unintuitive interface. If you hit the download button, it actually gives you a .zip file with an installer for their viewing software. It's absurd, but I'm guessing it has something to do with the misguided use of DRM.
I'm not sure if you want to build it yourself or you are looking for a similar service.
Service: PDF to web publishing in a nutshell. A friend of mine uses this provider: http://www.yudu.com. There are many services and even a few custom libraries available out there that can achieve this though.
Self build: As described previously /u/gokalex. Lots of images will help save build time rather than html/css :)
