It is only available in the Oculus store when you are located in the US. If you are somwhere else you can use a VPN Client like GoVPN and select an US VPN server. When you have installed MilkVR you can turn off the VPN.
No no no its really easy actually!
I just did it (Australia) last night in about 5 mins.
Install regular oculus apps as per your country's standard rollout (if you haven't already).
Now go to the Playstore.
Download and install "GoVPN".
Sign up with an email (it's free with a 500 Mb limit).
Activate VPN with a US connection in the app.
Once activated you should have a little key in the notification bar to show a successful connection.
Open regular Oculus App.
Download MilkVR/ Buy US games/ explore more content.
Turn GoVPN off once you're finished VRing.
MilkVR is great and access to all the US content is also great.

You should utilize VPNs. Because virtual private networks allow you to generate an alternate IP address, people often use them to access websites blocked by government censors or university firewalls.
I've tried numerous free VPNs and the three easiest and safest VPNs are SurfEasy, TunnelBear, and GoVPN. Each has a monthly data limit/cap. If you reach that amount, you must pay to gain more bandwith. Therefore, I tend to use all 3 and rotate them, so that I don't exhaust the data capacity on any one VPN in a given month.
SurfEasy: addresses in 6 countries; up to 2gb monthly cap
TunnelBear: addresses in 9 countries; 1.5gb monthly cap (with twitter promo)
GoVPN: addresses in US, up to 3gb
(One of the best VPNs for non-USA residents)
Download GoVPN from play store.
Make sure oculus app is closed (good idea to close off all other open apps anyway). Connect to VPN- wait till ot says connected. Open Oculus app on phone (no need to go into gearVR yet). Should have access to US store now.
The only time you'll be able to access the apps once in the GearVR will be when it's in airplane mode or with the VPN activated. I'd just keep the VPN activated, start up milkVR. Download what you want, select a whole bunch of files-- take phone out of GearVR and turn off VPN so the downloads can go much faster.
