I don't have the new app so I can't check what it looks like. But if you're certain that it's nowhere to be found from any of the menus, all I can think of is the official support page, and the app distribution sites at Google Play store and Apple App Store. The latter links to the official support page, but the Google Play store seems to list some kind of e-mail address at the very bottom of the page, see here.
On the official support page, they seem to encourage people to contact them via social media. I've heard that they're very responsive there, so even though it seems like a very unconventional route to file bug reports, maybe that's an actual way to do it? You could describe the bug in as many details as possible, then tell them to relay the info to whoever should get that info. Support page, scroll down.
It's a bit annoying how difficult big international businesses make it to get a hold of them, but I bet they just have to make it slightly cumbersome, otherwise they'd get bombarded by messages from people who can't tell the difference between human (their own) error and an actual software bug.
Everyone else who is having this bug should contact them about it too, because the more widespread the issue is, the better they understand that it needs to be fixed soon. It's just the reality of programming that the developer can never truly test all possible circumstances, and it's up to the masses to notify the creators of what they may have missed.
We probably are talking about 2 different things lol. Feels like I loss some brain cells trying to explain it to you haha.

The prerequisites for it to work (as I understand it) are:
You have a hue bridge/hub v2
You have the Hue Skill active on the Alexa app
You have the Hue v2 app installed on your phone
You have set up rooms on the Hue v2 app
You have created your scenes in the hue V2 app.
You run discover devices on Alexa
TIP: each light can only belong to 1 room, so I recently deleted my room set-up, and have everything except my hallway light belong to room ALL with the hallway light being its own room, as it is connected to a motion sensor. I did this so that activating a scene can turn off lights in the other rooms. If I've gone to bed, and I turn on "sleep mode" my bedroom lights go to dim red/blue, and the living room will turn off, as will the kitchen.

Sure thing! You only need to buy one thing, a Hue starter set. I would also recommend the dimmer switch so you can operate the lights easily without using the app. Then you just download the Hue app, follow the directions and get started. I personally suggest the old Hue app over the new one. I think it's this one, but I'm not 100% sure. The reason why the old app is better is because you can set the fade duration to any whole minute level. The new app does it only in increments of 5 minutes. While the new app might look snazzier, it just didn't do what I needed. And that's it! Just play around with different schedules.
My setup is two lights, one on each nightstand. They fade up to full brightness at 6:30, automatically turn off at 8. Then they automatically turn on at 8PM and fade down over 10 minutes starting at 9:20. It's my cue that bedtime is coming. I'm basically creating my own night-day cycle.
