Not 4k, and it's platform & shooter. This is the only game with shooter parts I'm aware of that doesn't have IAP. Oddworld Stranger's Wrath
If you're looking for multiplayer, it'll all be IAP like Pubg, CoD, even Unkilled with extensive single player is IAP. Anything running a server wants recurring payments and the 5% of crazy people who drop $1000s keep those servers up.
If you stood to earn half a million off 100k people once or 5 million off 5% of 100k people more than once, which would you choose as a company?
That means looking for single player paid game.
Emulation is great, but most wise screen patches are 16:9 not 21:9 & that's 60 fps not 120 FPS. Depending on the game you can crank resolution multiplier, but not really the same as 4k designed game.
Shooters and STG or shmup (shoot 'em up) are different sorts of games.
If you just mean FPS like CoD & not STG like Contra, Metal Slug, Gradius that's an important distinction.
There are a few not 4k no iap top down Jydge, alien shooter, spaxe

I want to play these two games. They look awesome but I have never bought anything on Google Play.
Oddworld: Stranger's Wrath https://play.google.com/store/apps/details?id=com.oddworld.Stranger
Brightridge (Made by an independent solo developer) https://play.google.com/store/apps/details?id=com.protopop.brightridge
I'm interested in Oddworld Stranger's Wrath (https://play.google.com/store/apps/details?id=com.oddworld.Stranger) and Brightridge (https://play.google.com/store/apps/details?id=com.protopop.brightridge). These games are really good. I want to support the developer of these games, especially Brightridge, which was made by an independent developer. If I get the gift card, it will be my first time buying something on Google Play. Thank you!
Oddworld: Stranger's wrath is a good FPS / over the shoulder shooter game for a big screen. It was originally made for the Xbox so it's a full game with tons of gameplay and a nostalgia factor if you ever played the original.

The game switches to the first person while using the sniper class weapons.

Got the name just a bit wrong. :)
You're looking for Oddworld: Stranger's Wrath
https://play.google.com/store/apps/details?id=com.oddworld.Stranger
Deus Ex: The Fall is also a nice experience but way shorter than Oddworld
https://play.google.com/store/apps/details?id=com.squareenix.dxm
Also Dark Meadow, a great old game that still holds up today. Feels like a mash up of Bioshock and Silent Hill.

The Conduit HD, another oldie but goodie.
https://play.google.com/store/apps/details?id=com.highvoltage.theconduit
Bounty Hunter: Black Dawn has a great campaign mode.
https://play.google.com/store/apps/details?id=com.ifreyrgames.blackdawn
And I can't avoid mentioning Shadowgun even if it's a TPS. So close to a portable Gears of War that it could mindtrick you sometimes into forgetting that you aren't actually playing the real thing

Still worth mentioning.
Oddworld: Stranger's Wraith is only $2 https://play.google.com/store/apps/details?id=com.oddworld.Stranger&hl=en

Fragile Dreams: Farewell Ruins of the Moon
In Fragile Dreams, the player character, Seto, must traverse the ruins of Tokyo and the surrounding areas, fighting off ghosts that lurk within these ruins. Fragile Dreams is set in a post-apocalyptic version of Earth in the near-future. Almost all the world's population has vanished, leaving the surviving buildings and structures abandoned. The game is set in and near the ruins of Tokyo, Japan, where the event that nearly wiped out humanity may have originated. The protagonist, Seto, is a 15-year-old boy who searches the world for other living humans. He encounters Ren, a silver-haired girl who often leaves behind large, cryptic drawings. Other characters include: Sai, the ghost of a young woman; Crow, a mischievous and straightforward amnesiac boy; Personal Frame (P.F.), a portable computer who loves having conversations more than anything else; Chiyo, the ghost of a little girl; and the Merchant, a mysterious yet merry man who trades various goods. The game's host of enemies mainly consist of ghosts, but also include humanoid robots and security proxies. The main antagonist, Shin, is the AI of a scientist who considers speech to be an inferior means of communication. Various memory items include a greater set of characters, each giving hints to the game's backstory

Project Eden
Due to severe overpopulation, the planet Earth’s diameter is increasing with the growth of towering mega-cities, each inhabited by millions of humans. Buildings are growing ever-upwards, interconnected with a thick web of roads, walkways and service channels. In these giant human hives, only the affluent may feel the rays of the sun and breathe the cleaner air. Your team has been selected to go down and investigate problems at the Real Meat factory, in which all of the equipment has started to simultaneously malfunction. Technicians sent to repair the machinery have gone missing without explanation. The UPA's (Urban Protection Agency) orders are clear: prepare for the descent.
Project Eden is a 3D shooter with an emphasis on puzzle-solving. You'll lead a squad consisting of four UPA agents: Carter Dorlan, Andre Herderman, Minoko Molensky, and Amber Torrelson. Each operative has his or her own special ability that you'll need to master in order to progress. As Carter, use your knack for interrogation and nimble fingers to gain information and unlock doors. When you need something fixed and in a hurry, Andre is your man. Computer terminals are no match for Minoko's hacking talents. Last but not least, Amber can traverse hazardous environments with nary a scratch and she'll be your weapons expert. Brave the lowest strata and prepare to go through hell in Project Eden! If you're looking for some gritty cyberpunk-ish storytelling, challenging puzzles, and original gameplay (with optional drop-in, drop-out co-op), this is your game!
Lead 4 specialists in squad-based play into an abyss of vast caverns, snake-like tunnels, and derelict slums filled with cultists, gang-bangers, and mutants. Morphing enemies will challenge you constantly, mutating as soon as you learn how to destroy them. Descend into the darkness alone or with up to 3 friends in co-op multiplayer.
