I use this app on android occasionally. You can record, save, and play back for free. I liked it enough to spend a few dollars to remove ads.

The players have loved it so far. I play music over a bluetooth speaker, and can go right into the pre recorded stuff smoothly.

Hey certaingoat4, I would recommend checking out this one for voice changing. While they don't have cosplay specific characters, they do offer "tones" such as "cyborg", "monster", "dark side" and "squirrel". I think it would do the trick! Check it out here
