I've been using Aggregator (link) for a while and love it. Only complaint is that it hasn't been updated in a spell. Not sure about RTL tho...
I just installed this: https://play.google.com/store/apps/details?id=com.tughi.aggregator
plugged in this feed URL: https://sec.report/Form/4.rss
Sort by date (most recent on top), enabled alters, made sure the app will run in the background. I clicked on an entry and it opened the actual SEC filing. Seems to work. You just have to sift through everything manually with this.
Android / chromebook: The free Aggregator | RSS News Reader app should accomplish this for you and is easy to use.

RSS feed reader with no ads, no bullshit. Works great.
Dang! That's dope! I've been using Aggregator (https://play.google.com/store/apps/details?id=com.tughi.aggregator&hl=en_US&gl=US https://tughi.github.io/aggregator-android/) but its design isn't this modern
Maybe you can use telegram channels if your news site has I didnt try but you can try this: https://play.google.com/store/apps/details?id=com.tughi.aggregator
You could accomplish this by using the Aggregator app OR by creating a filtered feed with siftrss which you can then subscribe to in your preferred RSS reader.

"Excluding all entries except the whished ones
This is achieved by defining at least two rules:
An exclude rule that hides every entry by using the following title mask: %
One or more include rules that will cancel the effect of the exclude rule."
Make sure you select the appropriate_rule:
Exclude entries with matching title
Exclude entries with matching content
Include entries with matching title
Include entries with matching content
... and click CREATE
EXAMPLE: gsmarena using title filters ....
1) First I exclude everything:
Exclude entries with matching title - TYPE IN: % (i.e. exclude ALL)
"-" title filter: %
2) I only want to see entries with "realme" (phones) in the title
Include entries with matching title - TYPE IN: %realme%
"+" title filter: %realme%"
3) I now also want to see just the "specs" from all other phones
Include entries with matching title - TYPE IN: %specs%
"+" title filter: %specs%"

Exclude_ALL_Title_Filter_%_img1
Exclude_ALL_Title_Filter_%_img2
AFTER_Exclude_ALL_Title_Filter_%
Include_Title_Filter_%realme%_img1
Include_Title_Filter_%realme%_img2
AFTER_Include_Title_Filter_%realme%
Include_Title_Filter_%specs%_img1
Include_Title_Filter_%specs%_img2
AFTER_Include_Title_Filter_%specs%
You can do similar filtering using the content filters or a combination of both.

Using https://siftrss.com/
siftrss SCREENSHOTS
siftrss 03 TITLE-DESCRIPTION_LINK
siftrss 04 CONTAINS-DOES NOT CONTAIN-MATCHES_REGEX-ETC
REGEX example
siftrss INPUT GSMArena.com /realme|specs/i [take a SCREENSHOT as you can't check criteria afterwards!]
siftrss OUTPUT GSMArena.com /realme|specs/i
/realme|specs/i explanation
From the gsmarena feed:
http://www.gsmarena.com/rss-news-reviews.php3
I only want entries that have either the phone "realme" OR just "specs" for any other phone in the title.
/realme|specs/i
/ / Regular expression boundary
realme realme
| OR
specs specs
i make it "case-insensitive" e.g. gets specs as well as Specs
