You can do that with Feem v4, sweech, other file browsers with FTP feature. You can do it with almost any app that shows you URL.
Even if reciever doesn't have that specific app, Even If you don't have internet connection you can do that url address in browser to send files. Here is how to do it.
1.Turn on WiFi hotspot on your device. (You can give a basic password so that other device can not connect to your hotspot.)
2.Turn of WiFi on receiver's device. Connect his Device to your hotspot.
3.Sharing using
Feem v4: Follow step 1 & 2. Open the app on your device. Click on 3 horizontal lines(hamburger menu). Select Feem webshare. Click on the switch to turn on feem webshare. It will show webshare URL. Now write this url in receiver device's web browser. Click on log in. Put the password and It will connect. You can click on add files to share whatever files you want. You can also share feem apk to other Device from there.
Sweech: Follow step 1 & 2. Open sweech app on your device. Click on turn on button. It will give url. Type this url in receiver's device. Receiver can select files from your device. After selecting click on download button. Done!
Using FTP supported file browser: Follow step 1 & 2. Open that file explorer on your device. Click on start FTP. It will give you url. Type it on other device. Done!
I tried this method on feem, sweech, solid file explorer and It's working fine.
You can also achieve this using Airmore, But in latest version it is asking so many permissions. It has the most beautiful UI though. If I am not wrong you can also do it using Airdroid. But again It has ads.
I will choose Feem v4 and Sweech for your situation.
Or install Airmore on Android phone. Connect mac & Android to same wifo network. Set up on Android device. (You will get some url). Type it on browser of Mac. Boom. Now you will be able to see photos , videos , local downloaded music etc. Select individual photos or album & download it. No cable needed.
( If it install multiple photos as zip file , just unzip it after downloading).
Probably an issue with USB connection. I use airmore.net for file transfers. It's much easier, doesn't need Internet for transferring and works over your local network (or phone hotspot). I don't think XiaoMi is that interested in patching PC Suite as it wants to push it's own Mi Cloud services.

I don't know how to transfer whatsapp messages. I tried the methods provided by whatsapp, but failed.
So I guess you need a third party app to do this.
If you need to transfer photos from SE to iPhone, you can try AirMore. Recently discovered it on the internet. Works like a charm for me. Tried it a few times, and so far no issue has been experienced. Hopefully it would help you too.

MarketMarks: Tag and annotate apps. As someone who batch installs/uninstalls apps, this has been so useful in helping me remember why I didn't like a certain one in the first place. It also monitors for price changes and version updates, in case you're waiting for a sale or for a feature to be added.
Pocket MAL: For those of you with a MyAnimeList. Has a clean and smooth interface to help you keep track of your shows.
URL Manager: Expand shortened links before visiting them.
Wallpapers: Google's wallpaper app. View all the different wallpapers you have, including those bundled with other apps.
Games:
Heatos: Clear all the blocks by subtracting their values. Gorgeous graphics and gets challenging too.
Mr. Catt: Match and clear blocks with the same colors. The atmosphere and sounds are very relaxing.
MuRevo: Beautiful rhythm game. Song selection is limited, but I have hope they'll add more.
