Just checked, my HTC One A9 on the 2017/08/29 ROM works perfectly with that specific app. I do have the ANT Radio Service and ANT+ plugins installed. While those are unlikely to be the specific ones you need, you may need similar for your phone.
Edit: looking at the app again, not sure it's so clear-cut. I didn't realize that app streams at the time. I may be in the same boat. Currently with my girlfriend in the hospital, but I'll look into it when I get home.

The ANT+ directory doesn't show any Motorola phones with ANT+, but it seems to have delisted most phones, even the ones I know have ANT+.
Make sure you have ANT+ Radio Service and ANT+ Plugins installed from Google Play

If your phone is on this list it has ant+ compatibility, so check if this and this are correctly installed and updated, then try to pair again. If your hrm also has bluetooth try to pair with that. If your phone is not on the list and your hrm is only ant+ you can't do anything, find a cheap chest strap on amazon/ebay with bluetooth.
Or just use the 945 as others have suggested.
Have you checked the permissions of ANT Radio Service?
I guess you already installed the two essential apps ANT Radio Service and ANT+ Plugin Service?
For me (on Xperia Z1 compact) it was just a permission problem that came up with pie.
