https://play.google.com/store/apps/details?id=com.magicalboy.btd Try this, it will check for BLE support. If you do have BLE, there's a very small chance that you could get it to work eventually, there's some old development on the g700-u20 for custom 4.0 and 4.4 roms, no idea if that would work on u10. But that would be where to start.
Just found this app to check your current phone supported BLE or not.
Edit : for android phone
Out of curiosity, try this to see if your phone supports it https://play.google.com/store/apps/details?id=com.magicalboy.btd
Apparently they're confident folks will still give the GO+ good reviews even knowing about the impending sexy Watch app launch.
I would have thought they would have spaced those two announcements out, waiting to show the flashier watch app until after the GO+ had racked up some sales.
Here is the official compatibility requirements:
iOS:
Compatible with iPhone® 5 / 5c / 5s / SE / 6 / 6s / 6 Plus / 6s Plus devices with iOS Ver. 8–9 installed.
Android:
Compatible with Android devices that have 2 GB RAM or more with Android Ver. 4.4–6.0 installed. Bluetooth® Smart (Bluetooth Ver. 4.0 or higher) is required to use Pokémon GO Plus.
Also, here's an Android app that tells you whether your phone supports Bluetooth Low Energy:

Apparently Bluetooth LE can remain paired with the device in a 'sleep' state. It can even 'wake' the phone, hypothetically, though I've never used a peripheral that does it. Either way, now that they've picked a date, it's actually happening. Here's hoping they can pull off balancing the gameplay so it doesn't turn into a Master Ball!

> Pokémon GO Plus, JUST AROUND THE CORNER
> It’s almost here! Nintendo and The Pokémon Company just announced that Pokémon GO Plus will be available in much of the world next week, on Sept. 16.
> Pokémon GO Plus is a companion device that connects to your phone over Bluetooth® Smart (the Bluetooth low energy connection designed for health and fitness applications), allowing you to keep your phone in your pocket and go about your day-to-day activities while still being able to collect valuable resources and capture even the most elusive Pokémon. We’ve been testing it here at Niantic and we love the way it allows you to blend Pokémon GO even more seamlessly into family and fitness activities. Now you’ll be able to play and enjoy your walk, run, hike, park trips or visits to the library without having to look at your screen all the time.
> As you pass by a PokéStop, Pokémon GO Plus will vibrate and light up and alert you to the location. You’ll even be able to collect new items just by clicking the Pokémon GO Plus. If there’s nearby Pokémon hiding in your area you’ll be alerted with lights and vibrations; catch the Pokémon with a button on Pokémon GO Plus and then continue on your way (later, you can check your Journal to see which Pokémon you’ve just caught).
> Pokémon GO Plus will be available on September 16, 2016 in most countries and later in the year in a few South American territories.
