I used this app. It uses bluetooth, so the phone basically pretends to be any other bluetooth GPS.
If you want to use Windows though you are probably better off getting a Garmin GLO so you aren't reliant on an android phone. It will also be easier to mount in a position that gets the best satellite reception.
Attacking from the Android play store side brought this up. Maybe worth looking into if you want to pull data from a phone.

If you are connected to wifi getting your location shouldnt be an issue or entering a city location near you.

There's a program called Rtlsdr-scanner that I've heard can do it with a single dongle. Unfortunately I can't be of much help with it since I'm still working on getting it installed (it's been a pain in the ass), but here's some links about it:

The article says you need an external usb GPS receiver, but I think it's possible to do with an Android phone using an app like Bluetooth GPS Output.
I think you could also find some way to use rtl_power to do this, but I'd have no idea where to start with getting that to work lol

On an iPhone I don't think it is possible unless you jailbreak. However I have never been an iPhone user so I might be wrong.
Chrome book, if it has GPS, I'd say why not, just try (never used a chrome book either).
In your situation I'd suggest using an emulator. Think about things like blue stacks or nox player. However if you're going to go down this road, I'd say use genymotion. (an old HS reddit topic from 2015 explaining the steps) This way you can also easily get the "log in on an andoid/iphone" quests. Like the galaxy free pack and the current new achievement of the different cardbacks for logging in on different devices. I have written a tutorial for this before but it was wayback in 2016 orso, but my slightly educated guess is it still works.

While elaborating the edit I had to accept I am a fool since you asked for iPhone with chromebook so you probably don't have an android phone. However using gps from iPhone doesn't seem to far fetched... You might give that a try.
Edit 2.5: here's a way to spoof location on iPhone. Hope you'll get there.
