There's a couple ways to do it. It's called coding.
NCS Expert is software you can get but is difficult to learn (even your car speaks german)
I bought an app for it (Carly for BMW) and their bluetooth OBD plug. Cost me a bit but it's very easy to use. I customized the lighting, seat belt chime, wiper timing, etc...
You can adjust lots of things but my favorite is Euro flashers and being able to have my fog lights and high beams on simultaneously

You get a Bluetooth /wifi OBD II adapter and the apps will connect to your car and you can change a lot of code values and enable/disable your car to your pleasing. There are a lot of differences between each state/region the cars are sold in, so these will give you a lot to play with. I personally use Carly for BMW with thier Bluetooth adapter, but I have heard nothing but good things about ProTool from the people who use them.
It's the interface that expensive Pro tools (800 $ and up) use for diagnostics and coding of cars. Expensive hacked China clones have always been available via Ebay and such. There's already apps made from German developers that appear to be using this technology to bring manufacturer quality diagnostics for BMW/Mercedes into the hands of consumers.
After this hits there will probably be more :-)
