I wouldn't say you're trying to do too much at all...it looks like you may have some extra time both days, especially if you're going mid-week.
I would recommend a Fastpass for Radiator Springs Racers first thing, and no fast pass for Tower of Terror which sometimes has a line that's not too bad.
EDIT: Also, if you have an iOS or Android smartphone and have not already done so, download the Disneyland app (iOS link / Android link) - it really does come in handy for looking at wait times and it covers both Disneyland and DCA.
it looks like you only need Android 8.0 to run it (https://play.google.com/store/apps/details?id=com.disney.wdpro.dlr&hl=en\_US&gl=US), but I've seen before that it also needs bluetooth, so check if your phones have that. if they don't, you may want to call the customer service line to see if they can offer a resolution for how to use your genie+ (usually I'd recommend the chat in the app as it's easier than the phone, but since you can't download the app, prepare for a long phone wait)
According to Disney's website:

A. iOS devices: Require iOS 13.0 and above
Android devices: Require Android 8.0 (Oreo) and above.
So, while it does not require the latest and greatest, it does require that you have a device with an operating system at least within the past couple iterations. You indicate you have Android 10, so it should be working. Does your phone have the capability to upgrade to Android 12 (the current version)? If so, I'd run a software update and then try to install the app with 12 on your phone.
Is this the link you used to try to access the app? If it's still not working after you update to Android 12, I suggest you head to the local Verizon/AT&T/your cell provider's store and see if they can assist. As a last resort, do you have an iPad with cellular data? Or even one that could connect to Disneyland's wifi?
That's a real bummer. It will be totally pointless to get Genie+ if you don't have some means of accessing the app. (Singing to the choir, I know). Good luck - and hopefully someone with better ideas than me will be along to help!
My husband and I just did this trip in August with our three kids (8, 2.5, 4 months at the time) from the Bay Area too.
If you have it in your budget I'd recommend getting a portable DVD player for your car. It really helped pass the time for the kids, and I bought a little cd holder off amazon and filled it with movies from home and just switched them out at their request.
If your baby formula feeds buy the ready to feed formula. They're pre-measured to 8 oz so if your baby eats that much you can just slap a nipple on the bottle and don't have to worry about powder, water, filling a bottle while driving, etc.
We left around 10 am and hit rush hour traffic in Anehiem, which sucked!! I think 2-3 would be good, because you could (hopefully) get to your hotel in enough time that you can watch the fireworks, depending where you're staying. My kids loved that, and then they crashed because they were so excited to go to Disneyland in the morning.
You didn't mention California Adventure, or Universal Studios, but I will tell you anyway, California Adventure didn't have a lot that my 2.5 year old could do. They have a bugs life land, and a mater ride, and I think there was 1 or 2 other rides she could ride. Universal Studios literally had like 2 rides she could ride, and that's it. They DO however offer rider switch, so say mom stays off the Jurassic Park ride with the kids, she can switch with a parent after they get off and go on the ride, she doesn't have to wait in the long lines. I think CA might have rider switch too but I'm not 100% sure.
Download the disneyland app!! Android Apple It tells you wait times, where characters will be, as well as has the ride height restrictions.
Bring a powerbank for your phone, cause the app can drain your battery. Also bring plastic bags for any wet rides.
If one of the photo pass people takes pics of your kids, keep the card, when they get pics taken they can be loaded onto the card and then when you get home you can download the whole weeks photos for $80. I got some really cute pictures of my kids dancing, and meeting characters. It's a bit pricey, but worth it in my opinion. (The photos can also be previewed on the disneyland app.)
Oh my gosh this turned out so long, I know you didn't ask for advice about disneyland in general but there are my tips lol.

You can just show up, but I wouldn't advise it. If you have a reservation, they should have a shuttle either waiting for you or close along. One time we didn't show up until 10PM and had to wait an hour for a shuttle. If you're flying in that morning you want to get to the park as quickly as you can, so I'd make a reservation. Plus, you have time to look at the various options and see which option you like the best.
Food can be an important component of any visit, so I wouldn't say 100% plan to skimp on meals, but you can economize if you need to stretch your dollars for some souvenirs to bring back with you. It's about $30, but I like the Minnie & Friends Character Breakfast at the Plaza Inn as an experience, for example.
But we also economize; bring in an empty water bottle and fill it throughout the day to save money on drinks,and hit places like the Bengal BBQ or Little Red Wagon in the park for some fun and inexpensive food. The turkey legs are a meal unto themselves. But definitely check out the hotel breakfast as that's money you can apply to other things in the park.
Generalized ride schedule: Get there as early as you can each day and try and burn through as many rides as you can before the rides get long. For California Adventures, if you want to do the Cars Land Ride I would run for a fast pass as soon as the park opens. We did that one time, had a wait of maybe 60-90 minutes by the time we got our fast pass, and then headed over to California Screamin. The line was less than five minutes long at that point, so we did three rides in about 20 minutes and would have done more but the line was up to ten minutes by the end of the last ride (horrors!). A general rule is to get one fast pass and then catch another ride (or two) nearby while waiting for your time to come due. If you've got the appropriate mobile device the Disneyland App (iOS / Android) can be handy for finding wait times; Mousewait worked well on my Windows Phone but isn't as featured as the official app.
As far as packing.... pay attention to the weather. I usually travel with pants and switch to shorts if the weather is nice, so shorts and T-shirts take up a lot less room in a bag than pants and sweaters. In summer time it doesn't matter as much, but if it's cool I'd bring a couple of extra pairs of socks in case you get soaked on the Grizzly River Rapids or Splash Mountain. I try and leave extra room for at least a T-shirt or two to come home with me, but have had to get creative in the past when a souvenir cup or Darth Vader Mouse Ears helmet added to my collection (wore the helmet on the flight back and got tons of jealous/approving comments).
