You do need to buy it, but I think it works great. Install and run the server on the Shield, then install the Client on your phone. The app connects through WiFi, so the phone and Shield have to be connected to the same access point.
There's probably free alternatives, but I haven't tried them in a long time. I bought DroidMote a couple of years ago, and it does everything I need it to do.
While not the best solution this would be the easiest. You run this server application on both kids tablets. Then on the client device you pick a server and execute controls.

The client cost money. Server is free. No Tasker support but you can automate presses with Tasker and Autoinput so you can press a button on your home screen and mute both kids devices.
On a side note. I have 3 kids. I have Tasker installed on them. I have it set that whenever they connect to a certain WiFi the volume gets muted. I also have it that when they are on that same WiFi that if the volume changes it changes back to zero. You can thus make the tablets not go past a desired volume.
Like with phones there's the ability to block ads or do backups.
On my shield boxes I also use DroidMote. It allows you to use your phone as pretty much any kind of input device you can think of (mouse, keyboard, gamepad, microphone). The Server app, which needs to run on the device you want to control, requires root.
To control it from an android phone or tablet Droidmote Server runs great on the nexus player, should work on the pi. Otherwise, I've heard great things about Flirc to control it from any IR remote.

Costs a little bit, but very handy when you need to use an app (sideload) that isn't supported on Shield.

Install the server on your tablet, and the client on both phones. The thing is that DroidMote works based off WiFi, not Bluetooth, so my idea was to activate the WiFi hotspot on the tablet, and then have both phones connect to it as if it was a LAN, which should work. Haven't tested it, so take it with a grain of salt, but I do love DroidMote, I use it to switch pages when I'm reading on my tablet, using my phone.
It requires root, but Droidmote Server and Client will do what you're looking for. I used to use this with my Nexus Q to control it running a custom ROM.

@BrBybee A tip to better navigate your Android VMs is to install the app DroidMote Server on your VM. Then use an Android phone or tablet and install the DroidMote Client app. You can then connect to the VM from your phone or tablet over wifi. This will allow you to interact with the VM similar to a physical tablet.

Not sure about your network issues, but I will say this. I use a USB Gigabit Ethernet Hub Converter and stream live HD Channels, Kodi, Netflix and HBOGo in 1080P with no stutter. I also attach my external hdd to view my local movies as well. In addition, I also rooted and installed a custom rom, specifically Pure Nexus 6.0.1 which allows me to sideload apps, have a custom dashboard, a secondary launcher and cool remote apps like Droidmote Server so I can use my phone as a remote and a gamepad. Also, the Pure Nexus Rom supports audio control which the stock rom does not. I have 4 NP's and all are running exceptionally well. Sorry to hear you're having problems but I'd say give it a chance and do some tinkering. This is a great little unit.
