Technically, yes, what you will need is an EasyCap Device, micro USB OTG adaptor and use EasyCap Viewer for Android. HOWEVER, I would recommended using the Quanum V2 kit instead or researching LCD screens for FPV or car use (video feed when reversing) because the Android tablet setup will have a lot of latency compared to the other two. In my experience I've noticed a constant stuttering/frame rate drops when I used EasyCap Viewer on my previous HTC One M7 as well.
If you don't have a rom that has an easycap kernel module bundled in easiest thing might be to get this app and a UTV007 (preferred) or stk1160 based easycap (some sellers don't say which chip it has so it's a pain)
I ended up with stk1160 which works, but had some color issues which were supposedly fixed today.
Yo, I know this was ages ago but did you ever find an answer-- this doesn't seem to be an idea anyone has really pursued. The other answer is kind of lame-- the USB-C video standard is thunderbolt, which was traditionally displayport, and displayport is great, but you can definitely output to hdmi, displayport, and whatever else.
The question of having hdmi input go to the device, though, seems to be unanswered. I'd expect it to be a question of the device, and something likely not possible due to android's restrictions on USB data flow, but I'm not sure. It would be slick if we could figure it out though.
But then, it looks like EasyCap (https://play.google.com/store/apps/details?id=com.easycap.viewer&hl=en) somehow made it work.
No Idea if this is a help for you but Video Grabbers with UTV007 chip (VID&PID [1B71:3002]) work best on Android. I am not familiar with your Grabber and never seen this VID&PID before, may be there is an incompatibility with vcam? Other Grabbers: STK1160 05E1:0408 could work but sometime instable. Easycap UVC 18EC:5850: Grabber with uvc method, works differently than all the grabbers listed before. SMI Grabber Device 1C88:0007 not compatible
So the base module was like £3.51 and the app in euros was €3.89 Thankfully my pay as you go phone company lets you spend your credit on the play store lol
Should be fun to play around with, I had looked up other ways of doing it but they needed a routed android and that has always been beyond me. I can mod the fuck outa a computer but tablets still scare me lol!

I'm tempted to try this even though the cheap easycap device I got from Banggood works good for the most part. Included software works fine on Win7 PC and Win8 tablet, Android phone works with EasyCap Viewer, but I notice the feed has a slight delay and reduced framerate/dropped frames compared to video from my Quanum V1's display (I wouldn't want to FPV with it). If the latter two issues are better then it'd be worth it for the extra $10.
The pictures show only what is visible to the eye. Everything else is hidden. The whole project cost me ~$350, including the tablet. Running Android 5.0 and using Timurs ROM.

Backup Camera I use an app called EasyCap Viewer. This app detects when the camera is on and it turns on automatically. The power to the camera is hooked up to the backup light (white light) on my car. When the car goes into reverse, the light turns on, the camera gets powers on, and the app turns on and the camera is visible on the screen, All this takes less than 5 seconds.

I used what came with my easycap device from banggood. Works ok, sometimes crashes. The one I got did have the right chipset to use EasyCap Viewer on Android, unfortunately AZ Screen recorder stopped working along side it so I wasn't able to use my previous Android phone to capture the video. It did work in a previous version, but the video had a short pause every few seconds. Just a heads up also that neither are what I consider low latency enough to use for FPV, was just to record and let others view what I'm seeing.
I don't have the one OP /u/TeeWrex88 listed so not sure if EasyCap Viewer would work, there are two chipsets it's compatible with and it's pretty hard to find out which one the device uses without simply trying it. I wouldn't trust the Android app for low latency viewing either, even when the setup works well you can see some latency as shown in AndyRC's video, my experience has been worse as I get more stuttering and AZ Screen recorder doesn't work with the latest update.
