You could look something like EasyTether. ~~I've~~ A "friend" has tethered on a hotspot-disallowed carrier and hotspot-disabled android phone both by BT and by USB cable to a linux-based travel router.
OIC
Seems that the issue is on the phone? What type of phone is it?
I have had good luck with this app on Android

I think EasyTether is another somewhat similar app. I think it was one of the first. I've been thinking about getting a router which can talk to a phone through USB with EasyTether.

Check this to save some money on your bill now and potentially retain functionality later... I use it all the time with my Unlimited Everything plan as well. For a while I used this along with connectify (A windows application) to run a mobile hotspot as well.
EasyTether. It's a bit pricy, but works well.
CenturyTel/CenturyLink has been overselling their ancient copper twisted pair to desperate rural families here in Dothan, AL for the better part of 20 years. Promising 10mbit on a line with 70dB attenuation, 5km from the DSLAM. Westell Proline If you know this mickey mouse ass modem you already know the struggle.
I was having issues with spotty 4g coverage too. Did a little research and got a Cel-Fi GO X You can let it scan for optimal frequencies to amplify or you can pick and choose from a list. My Verizon plan already had "unlimited" data. Any tethering or hotspot data over 16GB? or something around that starts getting deprioritized. PDANet or EasyTether allow you to mask your hotspot/tether usage and make it all look like phone data.
X-Wave APP Configuration SS1 SS2 SS3 SS4
CenturyTel 10mbit DSL $70/month Link Speed
Single Bar of Verizon 4G Boosted by Cel-Fi
There are less expensive alternatives to the Cel-Fi booster that do basically the same thing. Lots of mobile ones too. RVs or even a VAN DOWN BY THE RIVER
