I don't know if you have rooted your phone but afaik all reboot apps or commands require root to do a full reboot. However, there is this app which lets you reboot all apps and processes. It doesn't require root.
Fast Reboot. When my memory starts getting clogged I just run that and it cleans things up, usually frees 200MB up to 1GB of RAM.

It happens to me as well. Only solution I've found is to add Fast Reboot widget to the home screen up near the top. Pressing it closes all apps, clearing the keyboard.

I came from a Nexus 6 to a 5X and was really surprised by the hit on performance over time. It would start out great, but then slow way down to the point where I needed to reboot the phone. I tried Fast Reboot which is free and worked for what I needed it for (it appears to reboot the shell, not the phone) and it seemed great, but it was a manual process, so I had to wait for the phone to show issues. Once it was showing issues, it would take some time to be able to launch Fast Reboot, kind of annoying.
Then I bought Fast Reboot Pro which allows me a lot more configurations, and I set it to run every time I unlocked my phone. Since then, I think I've had to reboot my phone for other issues one time, but never for performance issues. I no longer see the slowness happening on it.
So you don't have to wait for the tablet to power down and back up, try this app.

I've found if I've got an app misbehaving this usually takes care of it, and a whole lot faster. The Pro version adds some capabilities. May want to look at that, too.
There is an app called "Fast Reboot" that I use from time to time if I get an app that misbehaves. Not sure if this is what you're seeking, but here is the link:

If it's still on, go into Settings and turn on Developer Mode. Then you can send ADB commands to reboot, etc. You can also install something like this.
