There's no official option as far as I know. I think Samsung did away with that after the S5. Instead I get by with Galaxy Button Lights 2. The app will keep the light off even through power cycles.

It's called Galaxy Button Lights 2. It lets you set the duration the buttons are lit up for or you can disable them all together.
I don't think it's exactly what you were wanting/describing but maybe it will help! :)
You could give Galaxy Button Lights a try. I find the capacitive buttons incredibly distracting and use it to deactivate the lights. However, you might be able to do the opposite instead and reactivate them.
PS: Did you turn on power saving mode?

Used to be built into touchwiz but got cut in the trimming.
you can try this app though I dont think it allows you to dim them....just change the "on" duration or turn them off completely.

Some apps I really like.
Galaxy Button Lights 2. Turns off the touch button lights on the bottom of phone. They are too bright in the dark for me.
Swiftly switch pro, or the free version. Adds permanent bars on the sides of the screen where you swipe to open recent apps, home and back buttons, app drawer and more. Especially handy for one handed one thumb use. There are other app switchers out there but this is my favorite.
