Gentle Alarm Clock. Definitely download the free nature sounds option too.
The pre-alarm goes off beforehand so when the actual alarm goes off you are super awake, even if the alarm sounds are super gentle. You can also use your own audio too or text to speech.
If you are worried the alarm is too gentle to wake you up there is the option to put on safe mode with a very loud beeping noise to go off if you don't turn it off in time. I always have safe mode on but I never need it. The alarm is really effective.
It also has the option to only turn off after you complete certain puzzles (you can choose between memory or maths sums). Its really great for getting you up and stopping you fall back to sleep.
Pretty much everything in the alarm is customisable and there are even more features than I mentioned here.
It is an absolutely wonderful app

Seems like a simple app idea, but you aren't going to make any money with it, so hiring is out of the question. Depending on your base knowledge it will take you at least a month to learn Android dev well enough to create this from scratch. On the other hand, there is ~~probably~~ definitely something out there that does almost exactly what you are asking.
Gentle Alarm is what I've used for years. Have a subsonic server and use D-Sub and then point Gentle Alarm to the D-Sub cache folder. BRILLIANT!

When I leave the house, turn off wifi. When I get into the car and the phone connects to the cars Bluetooth, Waze is automatically launched along with Google Play Music (though this starts up itself anyway if the car is set to Bluetooth input).
When I get to work, wifi turns on, and ringtone and notification volumes are turned down a little.
When at work, if I have an appointment in my calendar which is marked as "busy", my phone goes into silent/vibrate mode, with exceptions for appointments with specific keywords. And only when I'm at work, and only those appointments that are in my work calendar, not my personal one.
This is so that I don't have to manually put my phone into silent/vibrate mode for every meeting/appointment I have. Tasker does it all for me.
Also, when I'm at work, the Chrome shortcut on my navbar launches my work ticketing system homepage. When I'm not at work, it launches Google.
When I leave work, Wifi off, volume back to full etc.
Location is all done with "cell near". It uses basically no battery, is still accurate enough for location based profiles.
When I dismiss my alarm in the morning, wifi is turned on, and the phone does a few things.

it's a superb alarm app. Has Tasker integration (which is why I use it), has all sort of snooze, pre, post alarms, dismiss challenges, increasing volume over several minutes, increasing brightness.
But as /u/StarForged2087 said, the Sound Assistant app does let you choose specific outputs for specific apps, so that "may" work for you too.
Gentle Alarm. I've been using it for years. You can customize it to gently get louder. I have it starting at almost silent. I'm such a light sleeper that it always wakes me up before my wife can even hear it.
Tasker does have Gentle Alarm 3rd party support for events. You could use that to create a profile once an alarm rings.
Edit: Alternatively, you can use Tasker as your alarm app instead, and have an event fire at a specific time.

No I don't make it to the gym every morning, but when I do, it's great.
I use Gentle Alarm as my alarm clock. It's a very configurable alarm app, with so many options and settings. And also plugs into Tasker, so you can trigger of it.
I use it to trigger off when I dismiss my alarm in the morning, just as OP is asking here. Might be worth looking at. It's a cheap app, but worth every cent.

I've been using Gentle Alarm for years.
It's ugly as shit, but wakes you up if the battery gets low and has a failsafe that blasts your ringtone at max volume ten minutes after your main alarm. It uses a built-in alarm sound in case the one you've set it to isn't accessible for some reason. You can also set a really subtle pre-alarm that increases volume over something ridiculous like an hour before your main alarm goes off.
I highly recommend it.
I have a backup alarm that I set between 1 to 10 minutes after my main alarm (depending on my mood) the night before.
Are you on Android? I use an app called Gentle Alarm because you can set the alarm based on an interval of days or based on days of the week.
I use Gentle Alarm, and I have it set so that I have to repeat a button sequence in order to shut it off.
It's got other options like that as well, but I haven't dug too deep into the features as I've basically found the ones I like pretty easily.
I have an app called Gentle Alarm (sorry iUsers, I don't know your equivalent app), which somewhat caters to your REM and rings the alarm at a barely noticeable level half an hour before your set time (provided that you calibrated it right)... If you're in deep sleep, you'll sleep right through it. If you're in light sleep, you'd be able to hear it. Either way, you wake up refreshed.
I can do this, but I use plug ins for it. So the triggering event is "Alarm Begins" in Gentle Alarm and then the task consists of intents from Wemo Manager
This isn't a direct answer to the question, sorry, but you might want to consider trying a different alarm clock app. I use Gentle Alarm and it's never let me down. It has many features such as bring able to skip future alarms and a pre-alarm that attempts to wake you during an optimal part of your sleep cycle.
Just a thought.

When I dismiss my alarm in the morning, airplane mode is turned off, wifi is turned on. The phone then downloads a weather forecast xml file from a weather website, it parses a small forecast description, and max temp from that xml file, stores those in variables, and then reads those back to me using a Scottish accent I downloaded from the Play store.

At night I charge my phone every night beside my bed. I have Tasker disable the notification LED and AOD, so that it doesn't light up the room, so that I don't have to change those settings myself every night.
I use Tasker to add 2 new quick toggles to my Galaxy S8+ to toggle between different display modes (AMOLED Basic and Adaptive). You can add any Tasker task as a quick toggle in Tasker settings. Up to 3 can be done this way.
